The programme was launched in January 2006 as an open competition. The 9 projects were chosen in December 2006 and began work in April 2007.

Funding lasted for three years. The first annual progress report on the programme was published in June 2008. An interim evaluation covering the second year of the programme, was produced in 2009. The projects will assess their own results and the final evaluation report by the Rand/HERG external evaluators will be produced in the Summer of 2011.
