The Health Foundation Leadership Fellows 2006-08

Dr Hadrian Ball, Consultant Psychiatrist & Medical Director, Norfolk & Waveney Mental Health Partnership Trust

Hadrian graduated with a MBChB (distinction in Psychiatry) in 1984, became a member of the Royal College of Psychiatrists in 1989, a fellow in 2004 and has recently completed an MD.  Hadrian has been in his current position as Medical Director of the Trust since 2000.  His responsibilities include the provision of medical and policy advice to the Trust Board; leadership and professional oversight of doctors; shared leadership of clinical governance, audit and clinical effectiveness; operational management at Board level for forensic and secure services and drug and alcohol services.

Claire Barley, Head of Training and Education, Wales Centre for Health

Claire graduated in Psychology in 1995 and began her career in human resources.  In 2005 she received a Masters in Public Health and has been in her current post since 2003.  Her role is to research, promote and facilitate training and educational programmes to develop multi-disciplinary public health in Wales.  Claire also designs, develops and implements effective training programmes for specialised public health professional groups.

Dr Harnovdeep Singh Bharaj, Consultant Physician with an interest in Diabetes and Endocrinology & Director of Clinical Effectiveness, Bolton Hospitals NHS Trust

Harnovdeep graduated in Clinical Pharmacology and Therapeutics in 1983 and gained a MB ChB with a distinction in Paediatrics in 1985, becoming a Fellow of the Royal College of Physicians in 2001.  Harnovdeep has been in his current post since 1996 and has been responsible for developing the clinical effectiveness function within the Trust since 2001, when he became Director of Clinical Effectiveness.  He supervises, teaches, mentors and appraises junior doctors, nurses and medical students and other health professionals and is the lead for Diabetes in Young People and Diabetes in Ethnic Minorities.

Bob Brown, Senior Professional Officer, Northern Ireland Practice and Education Council for Nursing and Midwifery (NIPEC), Belfast

Bob qualified as a Registered General Nurse in 1989. In 1994 he gained a Diploma with distinction in Social and Behavioural Sciences, followed by a BSc (Hons) in Sociology in 1997. He has since gained Postgraduate Certificates in University Teaching and Lifelong Learning, a Postgraduate Diploma in Nurse Education and is currently completing a Doctor of Nursing Science degree. Bob’s nursing career has seen him work in critical and palliative care, nurse education, practice development, service planning and reform. In his current role, Bob operates at a senior level, supporting the Chief Executive of NIPEC in the development of corporate and business strategy through part of NIPECs remit which involves supporting and promoting the engagement of nurses and midwives in quality improvement activity.


Christine Gadney, Manager of Specialist Services, Lewisham PCT

Christine has a clinical background having qualified as a registered nurse in 1976, a midwife in 1978 and a health visitor in 1979, with degrees in psychology and education & supervision. After moving into management, Chris joined Lewisham in 2000 and has since held several positions there. She started her current role in December 2006, which involves managing the specialist nurses and specialist services such as the phlebotomy and interpreting service for the PCT. She is also responsible for Lewisham's walk-in centre and will be working as the project lead for the redesign of the local front-of-house A & E services/urgent care centre.

Kate Hall, General Manager, Surgery, Anaesthetics and Imaging, Chelsea and Westminster NHS Foundation Trust

Kate is a key member of the Trust management team, working closely with the Clinical Directors and the Executive team.  As General Manager, she is responsible for a cumulative budget of £46 million and around 755 staff, and is accountable for the operational and financial management of the Directorates. Kate initially joined the NHS in 1996 as a Ward Clerk, after completing a degree in music. She also holds an MSc in Health & Social Policy. 

Vicky Hobart, Head of Inequalities and Partnerships, Haringey Teaching Primary Care Trust

Vicky graduated with a BSc in Human Sciences from the University of Sussex in 1992, and completed her MSc in Health Promotion Sciences at the London School of Hygiene and Tropical Medicine in 1997.  Before taking up her current position in 2004, Vicky worked at a senior level in planning and research, and health promotion, with the Ministry of Health in the Seychelles. She then worked in a pan-London capacity with the Greater London Authority, supporting the Regional Director of Public Health in her role as health advisor to the London Mayor and London Assembly members.  In her current role as Head of Inequalities and Partnerships, Vicky leads on various aspects of public health including health inequalities, sexual health and children.

 Dr Richard Jenkins, Consultant Physician with an interest in Endocrinology and Diabetes & Clinical Director, Mid Yorkshire Hospitals NHS Trust

Richard graduated with a B Med Sci in Virology in 1989 and an MB ChB in 1991. He became a member of the Royal College of Physicians in 1994 and an MD in Endocrinology in 2001.  Richard has been in his current post since 2002.  His role is to provide clinical leadership to the Directorate and he has a wide range of responsibilities including clinical quality, financial performance and performance against relevant access targets and leads the local action plan for reducing MRSA bacteraemia. As one of 12 Clinical Directors he is a member of the Clinical Management Committee, the main clinical decision-making body within the trust.

Deborah McBeal, Practice Business Manager, Dr Williams & Partners, Luton

Deborah began her career as a Medical Secretary in 1985.  In 1997 Deborah completed the Institute of Health Services Management certificate in Health Services Management.  Deborah has been in her current post as Practice Manager since 1999. She is responsible for the financial and operational management of a six partner practice with a patient list of 13,500.

Dr Bruce J Moore, Consultant Psychiatrist & Medical Director, 5 Boroughs Partnership NHS Trust, Warrington, Cheshire

Bruce graduated with a MB ChB in 1993, became a member of the Royal College of Psychiatrists in 1997 and submitted his MD this year.  Dr Moore became Medical Director in 2005 and has responsibility for a variety of functions relating to clinical effectiveness and medical practice within the Trust. These include appraisal and performance, medicines management, medical education, the Mental Health Act, and audit and research. Dr Moore remains committed to innovation in the NHS both in terms of clinical practice and service delivery and has established the UK’s first clinical biomagnetic department offering Transcranial Magnetic Stimulation as an alternative to Electroconvulsive Therapy (ECT).

Margaret O’Hagan, Assistant Director of Nursing, Mater Hospital, Belfast

Margaret qualified as a registered nurse in 1988.  In 1993 she gained a Diploma with commendation in Nursing Science, followed by a certificate in Health Services Management in 1994 and a BSc (Hons) in Professional Development in Nursing in 1995. In 1996 she gained a postgraduate diploma in Respiratory Care for hospital nurses and an MSc in Advanced Theory and Practice in Nursing in 2001.  Margaret is currently on secondment with the Department of Health, Social Services & Public Safety.  In this role Margaret provides advice and expert professional contribution on all matters relating to acute nursing services and contributes to the development of policy related to Health and Social Care. 

Dr Nicholas Pace, Lead Clinician in Anaesthesia & Clinical Director, Scottish Audit of Surgical Mortality (SASM), Gartnavel General Hospital, Glasgow

Nicholas graduated in Medicine in 1982 and became a Fellow of the Royal College of Anaesthetists in 1989.  Nicholas has been Clinical Director with SASM since 2005 and Lead Clinician in Anaesthesia since April 2006.  As Clinical Director with SASM, Nicholas is responsible for the day-to-day running of the national audit which analyses all deaths under surgical care in Scotland and provides educational feedback in order to improve patient safety.  As Lead Clinician in Anaesthesia, Nicholas is responsible for running the department, which consists of 35 consultants and 45 trainees working in four different hospitals.

Dr Alastair Philp, Programme Principal, Mental Health Information, Information Services Division, NHS National Services Scotland

Alastair graduated in Natural Sciences (Cell and Molecular Biology) in 1991 and in 1995 gained a PhD in Cell Biology and Genetics. Alastair joined the NHS in 2001 and has been in his current position since April 2004. He leads the Improving Mental Health Information Programme, an information, development and organisational change programme run in collaboration with the Scottish Executive Health Department, patients, care providers and service managers. 

Mary Price, Long-Term Conditions and Access Coordinator, Islington Primary Care Trust, London

Mary began her career in marketing following a degree in English but moved into nursing, qualifying as a Registered General Nurse in 1985.  Mary has been in her current position since November 2002.  Her role is to lead on the PCT priority areas of long-term conditions and access to primary care, including finding new ways of working and developing new services such as community matrons. 

Tracy Savage, Pharmaceutical Adviser, Shropshire County Primary Care Trust &, Department of Medicines, Keele University

Tracy graduated in Pharmacy from the University of Bath in 1993 and completed a Post-Graduate Diploma in Community Pharmacy in 1998 at Keele University.  Tracy has been in her current post as Pharmaceutical Adviser with Shropshire County PCT since 1998 and is a member of the Medicines Management Team in the Trust.  In addition, Tracy has been with Keele University’s Department of Medicine since 2004.  Part of her role is to provide advice to PCTs, SHAs and the Department of Health on prescribing and medicines management. 

Della Warren, Assistant Director Clinical Development, Bedfordshire Primary Care Trust

Della qualified as a Registered General Nurse in 1985.  In 1989 she qualified in Midwifery and gained a Diploma with distinction in Health Visiting and Community Nursing.  Della then went onto gain a BA in Health Care Studies in 1998 and an MA in Clinical Leadership in 2004.  Della has been in her current position since 2002. Her role is to provide clinical leadership for Nurses and Allied Health Professionals employed by Bedford PCT. As of April 2007, Della will be taking up a new role as Assistant Director, Service Redesign with Bedfordshire PCT, applying her clinical leadership skills across a much wider health and care environment.
