Developing the annual health check in 2008/09
The annual health check assesses how well NHS trusts perform during the financial year. Our comments focus on the Healthcare Commission’s development of a new methodology for annual visits to acute trusts in order to measure compliance with the Hygiene Code.

The Health Foundation recognises the need for payment by results to improve the transparency of business transactions in health. Our interest lies in claims that its introduction and current form lead to improvements in quality of care.

Commissioning framework for health and well-being
Our recommendations for the Framework reflect our continuing concerns about the reliance on commissioning to achieve service change. Commissioning is one of the necessary features of quality improvement, but it alone will not lead to improvement.

Developing the annual health check
We agree with the Healthcare Commission that some of the Standards for Better Health are too detailed and could be simplified. We therefore support the review of standards as part of the alignment of standards for the independent sector and NHS providers.

Liberal Democrats' health policy
We welcome the commitment by the Liberal Democrats to: health services that are free at the point of delivery, funded through taxation and available to all regardless of age, disability, sex or ethnicity; improving the NHS by making it more responsive to the needs of patients; and reform based on an informed vision of what changes the NHS should aim to achieve.

Nurses in clinical research
The Health Foundation recognizes that nursing and Allied Health Professional academic careers should be considered alongside medical academic careers. In the past, we have funded awards to support the creation of nursing and Allied Health Professional research leaders.
