The Health Foundation is preparing to launch a new programme developing tech-enabled approaches to care at home and in the community.

With funding and guidance through a structured and supportive innovation process, the programme will initially support up to six teams in health and social care to:

  • understand the future approaches to care that their communities need
  • explore how technology can enable these approaches
  • test and pilot ideas in their real-world context.

By exploring the potential of these approaches for future spread and scale, the programme aims to improve outcomes and experiences for those delivering and receiving care.

The role of the evaluator

We are seeking a provider to undertake an evaluation of our tech-enabled care programme from August 2023 until spring 2024, with the potential to extend until spring 2025 to cover the pilot phase of the programme.

The purpose of the programme evaluation is to:

  • capture the overall story of the programme
  • provide independent feedback throughout the programme to inform decision making at learning and review points
  • support the teams to develop evaluation capability (based on teams’ individual needs):
    • to identify, collect and share data with the programme evaluation team
    • to maximise the likelihood that their projects will continue beyond the length of the programme.

During the initial phases, where the ideas are developed and tested, we expect the evaluation is likely to take a developmental approach. During the pilot phase, the evaluation will not only capture learning about the programme but explore the feasibility of the approach(es) being piloted in real-world local system contexts.

  • Please complete your application via our online portal by midday, Wednesday 7 June 2023. Note that we will not accept applications submitted after this time.

You will be informed whether your proposal has been shortlisted in the week commencing 3 July 2023. We intend to interview shortlisted bidders on Wednesday 19 and Thursday 20 July 2023 to explore applications in more depth.

We will communicate the final decision during the week commencing 24 July 2023. 

We intend to have an inception meeting with the chosen supplier during the week commencing 31 July 2023, with the evaluation starting in August 2023.
