Prevention is now central to every conversation about the future of public services, but without a clear picture of current investment, it is difficult to know the scale of change required.
CIPFA’s report Understanding preventative investment: a practical approach to map and measure spend which launched in October 2025 offers a practical way to understand prevention spend across the building blocks of health.
This webinar outlined how public sector organisations can use the approach to understand their own prevention spend and highlight why this matters for public financial management and the sustainability of public services. The webinar shared key learnings from the report and discussed future plans to expand the approach through a community of practice and further exploration decision-making and evaluation of preventative investment.
Speakers
Eleanor started her career in academia, completing a PhD and postdoctoral research in immunology and microbiology. In 2007, seeking a new challenge she joined Senedd Cymru/Welsh Parliament, applying her scientific rigour to the scrutiny of public finance and the evidence-base behind all aspects of government finance policy.
In 2014, she joined CIPFA on secondment as research consultant, focusing on public finance policy across the devolved nations, in the run up to the Scottish independence referendum. On returning to the Welsh Parliament she focused on constitutional change, primarily related to the devolution of finance and taxation powers.
In 2018, she returned to CIFPA in the role of Health and Integration Policy Manager. She leads on CIPFA’s policy work in this area, with particular interest in investment in prevention and integration of health and care.

Zachary joined CIPFA in 2023 and leads the institute’s work on preventative investment. He previously worked at the Health and Global Policy Institute in Tokyo, where he contributed to research on global health, universal health coverage and biobanking. Zachary holds an MSc in Medical Anthropology from the University of Oxford and an LLB from Osaka University.
Amrik Arshi is a Senior Economist in the Healthy Lives directorate.
Amrik joined the Health Foundation in May 2025 and currently leads work relating to the Economics of Prevention. His work looks at building recognition of the integral role of health to the economy, with a focus on economic growth and productivity, and strengthening the case for a more preventative approach to public service delivery. He also contributes to the Foundation’s wider strategy to improve health and reduce inequalities by developing analysis on the wider determinants of health.
Before joining the Foundation, Amrik worked as an Economic Consultant in Deloitte’s Economic Advisory team, where he advised public and private sector clients on a range of economic and policy issues. He holds a BSc and MSc in Economics from the University of Bristol.
