Phoebe is a Senior Fellow in the Policy team at the Health Foundation.

Before joining the Health Foundation as a Research Fellow in 2019, Phoebe was a Research Fellow at Victoria University of Wellington, New Zealand, working largely on primary care policy and research.  

Before this, Phoebe worked in the policy team at The King’s Fund – first as a researcher and latterly in a responsive policy role. This second role involved identifying, analysing and communicating emerging policy issues and their implications to internal and external audiences. Prior to this she worked for a health care communications agency, delivering research, communications and strategy projects for organisations from across the public, private and third sectors. 

Phoebe has an MSc in Demography and Health from the London School of Hygiene and Tropical Medicine (LSHTM).

Alex is the Policy and Engagement Manager in the Healthy Lives team. 

His work focuses on how national government can improve health and reduce health inequalities by addressing the wider determinants of health, including the role that tools such as targets, missions and independent accountability can play in driving action across government. He has also worked on the Young People’s Future Health Inquiry and the Emotional Support for Young People programme. 

Before joining the Health Foundation in 2023, Alex worked at Rethink Mental Illness, where he was involved in drafting the Independent Review of the Mental Health Act, and before that was at the homelessness charity Crisis. 

Tom is a Senior Improvement Fellow in the Improvement team. He joined the Health Foundation in April 2018.

Tom joined the Health Foundation from NHS England where he was Clinical Policy and Strategy Team Manager, covering maternity and women’s health.

Tom was previously Communications and Engagement Lead for the National Maternity Review. He has held a number of other policy and project management roles at NHS England and the Department of Health.

Prior to this, Tom worked for Minority Rights Group International, Hackney Community Law Centre and Intiwawa, a children’s charity in Peru. Tom received a distinction in his master’s degree in Law from SOAS, University of London, where he specialised in human rights.

Luisa Pettigrew is a General Practitioner and Senior Policy Fellow at The Health Foundation. 

She is also an honorary Research Fellow in the department of Health Services Research and Policy at the London School of Hygiene and Tropical Medicine (LSHTM). 

Luisa has been a GP since 2008, and holds a master’s degree in Health Policy, Planning, and Financing. Her PhD focuses on the role of inspections in general practice and their impact on quality. 

She has worked on research and policy projects relating to health systems financing, organisational models of general practice, and health care professional behaviour change with organisations including the World Health Organisation, Johns Hopkins Bloomberg School of Public Health and Nuffield Trust 

She has been an editorial board member for the journal Education for Primary Care and member of NICE guidelines update committees. She supervises LSHTM MSc Public Health and Health Policy students and co-leads LSTHM's Primary Health Care group.

Rammya is a General Practitioner and the Borough Medical Director for Brent in North West London. In this role, she oversees primary care and collaborative working across healthcare providers in the borough. She has held senior leadership positions within the NHS, where she has led improvement and transformation initiatives across both primary and community care settings. With a longstanding interest in health policy, Rammya has also been a regular columnist for The BMJ for several years.
